The piece is unmarked, but undoubtedly made by Mt Washinton (Pairpoint) as part of the Wave Crest line and decorated by C. F. Monroe of Meriden, CT. It should be noted that C. F. Monroe marked their more commercial pieces, but finer pieces are generally unmarked and may have had paper labels rather than marks. It is difficult to mistake a
